RECOMMENDATION:
Staff recommends that the City Council ratify the appointment of the Mira Costa High School Student nominee, Grace Lauson, to Seat No. 7 of the Parks and Recreation Commission.

BACKGROUND:
At the time the May 3, 2016 City Council Agenda Packet was being processed, the Mira Costa High School student had not been selected for appointment to Seat No. 7 on the Parks and Recreation Commission. On April 28, 2016, City staff was notified by the principal of Mira Costa High School that Grace Lauson had been selected as the high school student nominee to serve on the Parks and Recreation Commission.
DISCUSSION:
Seat No. 7 on the Parks and Recreation Commission is a Mira Costa High School student who is nominated by the principal of the high school. This seat is limited to a one year term, and the current incumbent will be termed out as of May 31, 2016. The principal of Mira Costa High School has nominated Grace Lauson to serve as the next high school student to serve on the Parks and Recreation Commission. City Council action is required to ratify the new appointee to the vacant seat.

There are no viable policy alternatives for the recommended action.
PUBLIC OUTREACH/INTEREST:
The City Clerk’s office reached out to the Mira Costa High School principal to inform him of the impending vacancy to the Parks and Recreation Commission. The high school, in turn, conducted its own outreach efforts to publicize the vacant commission seat among high school students.
Additionally, the City Clerk’s office conducted extensive outreach regarding the vacant Boards and Commissions seats by posting advertisements on the display boards at City Hall, posting notices on the City’s website and e-notifying the vacancies to over 900 e-notification subscribers. Additionally, notices were advertised in the Beach Reporter in the February 4, 2016; March 3, 2016; April 7, 2016; and April 14, 2016 editions, and also distributed through the City’s social media platforms, including Facebook and Twitter.
