RECOMMENDATION:
Staff recommends that the City Council review and approve the proposed Eagle Scout Service Project by Eagle Scout Candidate Aaron Sung (Troop 849) to install eco-friendly mile markers along the Manhattan Beach Greenbelt.
FISCAL IMPLICATIONS:
There is minimal fiscal impact on the City. The new mile markers will be purchased through troop fundraising. The Public Works Department will provide tools, such as wheelbarrows and shovels, as well as materials, including concrete. Staff support is limited to the removal of old markers, preparation of holes for new post installation, and oversight of installation of the new mile markers to ensure safety.
BACKGROUND:
The Boy Scouts of America Eagle Scout Service Project requires candidates to plan, develop, and provide leadership to others in a service project that benefits a community, school, or religious organization.
Eagle Scout Candidate Aaron Sung, of Troop 849, has proposed a community improvement project in partnership with the City of Manhattan Beach Public Works Department and Parks and Recreation Department to replace and install new mile markers along the Manhattan Beach Greenbelt.
The proposed project supports the City’s commitment to sustainability, recreation, and public engagement, while enhancing community wayfinding and trail usability.
DISCUSSION:
Project Description
The project involves the installation of eight new recycled plastic mile markers along the Manhattan Beach Greenbelt trail, extending from the Sepulveda Boulevard overpass to the Hermosa Beach city boundary.
Each marker will be approximately five feet tall and engraved with distance measurements for improved visibility. The markers will be constructed of durable, recycled plastic and set in reinforced concrete footings for long-term stability and minimal maintenance.
Coordination and Implementation
The project will be conducted under the supervision and coordination of Public Works Maintenance Supervisor Christopher O’Brien, with the following plan:
• City Support: Public Works staff will remove existing damaged markers and prepare holes for new post installation.
• Scout Leadership: Aaron Sung will lead a volunteer team of approximately 25-30 scouts and community members.
• Safety Oversight: Public Works will provide pre-installation safety guidance and ensure compliance with all City and jobsite safety standards.
• Timeline: Installation is proposed for December 6-7, 2025, pending City Council approval.
Benefits to the Community
The project will:
• Improve wayfinding and safety for Greenbelt trail users.
• Use sustainable, recycled materials consistent with City environmental goals.
• Enhance public recreation experiences for walkers, runners, and cyclists.
• Provide an opportunity for youth civic leadership and community service.
PARKS AND RECREATION COMMISSION REVIEW:
The Parks and Recreation Commission reviewed and discussed the mile marker replacement project at their November 24, 2025 meeting. The Commission is fully in support of the project as proposed. The Commission unanimously voted to recommend the project to the City Council for approval.
PUBLIC OUTREACH:
This item was reviewed by the Parks and Recreation Commission at their November 24, 2025 meeting.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 categorical exemption, Existing Facilities as defined in section 15301 of the CEQA Guidelines, as it consists of the removal and replacement of trail signage on Veterans Parkway and will continue to serve as a recreational facility with no expansion of the existing use.
RECOMMENDATION:
The proposed Eagle Scout project represents an excellent community partnership that will enhance the Greenbelt trail while promoting environmental stewardship and civic engagement. Staff and the Parks and Recreation Commission recommend that the City Council approve the Manhattan Beach Greenbelt Mile Marker Project.
