RECOMMENDATION:
Staff recommends that the City Council Adopt Resolution No. 24-0054 approving Amendment No. 3 to the Professional Services Agreement with Weck Analytical Environmental Services, Inc., authorizing $50,000 in additional water quality laboratory analysis services for a total cost not to exceed $119,500.
FISCAL IMPLICATIONS:
Sufficient funding for the agreement is available within the Water and Sewer Funds. Future years will be budgeted accordingly.
BACKGROUND:
The City’s water system comprises two operational wells, namely Well 11A and Well 15. These active wells necessitate continuous monitoring and sampling as required by the drinking water permit under which the City operates. Additionally, the City is required to collect drinking water samples from the distribution system and any water treatment facilities to ensure compliance with both Federal and State regulations.
DISCUSSION:
On November 3, 2023, Amendment No. 2 was executed to increase the agreement authority from $49,500 to $69,500 in order to have sufficient funding for the duration of the agreement. This was largely due to the additional samples requested as part of the Peck Reservoir Project, per-and polyfluoroalkyl substances (PFAS) testing, as well as other sampling that was required to ensure regulatory compliance.
Amendment No. 3 will increase the agreement authority by $50,000 and extend the agreement term until December 31, 2024. The additional funding will accommodate the comprehensive permitting and sampling activities related to the Peck Reservoir Green Sand Treatment Plant, which is projected to commence operations by the end of May 2024. The amendment will facilitate the successful implementation of essential tasks associated with the plant’s operations and regulatory compliance for the City’s water system.
Staff recommends that City Council Adopt Resolution No. 24-0054 approving Amendment No. 3 to the Professional Services Agreement with Weck Analytical Environmental Services, Inc., increasing the agreement’s authority by $50,000 for a new maximum compensation of $119,500 for environmental laboratory analysis services.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the amendment as to form.
