RECOMMENDATION:

Staff recommends that the City Council approve a three-year General Services Agreement with Waterline Technologies, Inc. for water treatment disinfection products and services at a cost not-to-exceed $900,000.

FISCAL IMPLICATIONS:

The three-year agreement under consideration is for a total not-to-exceed amount of $900,000, with the first year of the agreement estimated to cost $286,000. Sufficient funding for this agreement is available in the current Public Works budget in the form of anticipated savings from contract services within the Water Fund. Future years will be budgeted accordingly for this agreement.

BACKGROUND:

The City currently operates and maintains two groundwater Wells (Well 11A & Well 15) and two Reservoirs (Block 35 and Peck Reservoir). Under the 1989 Surface Water Treatment Rule (SWTR), public water systems are required to use treatment techniques (TT) for filtered and unfiltered systems to protect against adverse health effects of exposure to pathogens. The City of Manhattan Beach uses Sodium Hypochlorite as a part of TT to protect the water distribution system against pathogens. The City’s local groundwater production has recently increased, which produces a corollary increase in disinfectant demands. Additionally, Peck Reservoir will be back in service this spring and will further increase the need for disinfection products and services. Therefore, staff issued an Invitation to Bid (ITB) for this item. Staff reviewed the bids, and a vendor was selected based on the best product provided for the needed purpose at the lowest price.

 

DISCUSSION:

 

The City issued ITB No. 1285-23 on October 19, 2022 for water treatment disinfection products and services. The bid required transporting hazardous materials to two City locations throughout the year and pumping the material into above ground tanks. A total of two bids were received on November 3, 2022. Bids were compared, and the lowest responsible bidder is Waterline Technologies, Inc.

Staff recommends that the City Council adopt Resolution No. 23-0015 approving a three-year General Services Agreement with Waterline Technologies, Inc. for water treatment disinfection products and services at a cost not-to-exceed $900,000 and authorizing the City Manager to execute the agreement.

 

PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
