Recommended Action

RECOMMENDATION:

Staff recommends that the City Council approve the donation of one surplus vehicle to the Manhattan Beach Community Emergency Response Association (MBCERTA).

FISCAL IMPLICATIONS:

This vehicle, a 2005 Chevrolet Suburban, has a value of approximately $8,000. Surplus vehicles are normally auctioned and the funds received contribute toward future fleet purchases. By donating this vehicle, the City will forego funds received from an auction.

 

BACKGROUND:

Through the City’s fleet replacement program, a new vehicle was purchased and put into service January 2018. The previous front line vehicle (2013 Chevy Suburban vehicle #708) has now become the back-up unit. As a result, the 2005 Chevrolet Suburban (vehicle #709) no longer serves as the backup vehicle and can be taken out of service. The Municipal Code requires the vehicle to be auctioned for the best attainable value. However, per Manhattan Beach Municipal Code 2.36.160 this requirement may be waived by the City Council. MBCERTA is in need of the vehicle and has requested that it be donated to them for their use. 

 

DISCUSSION:

Staff received a request from MBCERTA to donate the surplus Suburban vehicle for use at City events, trainings, and to assist local first responders during times of need. While the City typically sells surplus property for the best attainable value, the City has also donated vehicles and equipment to other organizations in the past, including El Camino College, Manhattan Beach Unified School District, Los Angeles County Fire Lifeguards, and sister city, Santa Rosalia, Mexico. These organizations are typically public agencies or community organizations with limited funding sources, where surplus equipment has great value.

 

Municipal Code Section 2.36.180 requires that surplus property be disposed of for the best attainable value, which is typically obtained through public auction. Staff has estimated, based on similar used vehicles (make, model, age, mileage, etc.), that the value is approximately $8,000, which the City will forego by donating to this agency.

 

MBCERTA has requested to use the vehicle as an Incident Operations Center to house their communications equipment and to transport emergency supplies during City events and local emergencies. This vehicle is no longer cost effective for the City to maintain. MBCERTA’s current Command vehicle is approximately 20 years old and will be retained by MBCERTA to transport and operate their medical tent for City special events. 

 

If approved by the City Council, a release of liability will be obtained prior to donation.

PUBLIC OUTREACH/INTEREST:
There is no public outreach required for this issue.

ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

LEGAL REVIEW

The City Attorney has reviewed this report and determined that no further legal analysis is necessary.
