RECOMMENDATION:
Staff recommends that City Council:
a) Adopt Resolution No. 18-0073 amending and restating an agreement with Regents of the University of California to provide nurse educator services to the Manhattan Beach Fire Department. The agreement is for a three-year term in an amount not to exceed $95,608 (approximately $31,800 per year);
b) Authorize the City Manager to extend the terms of the agreement for up to two additional one-year periods, if deemed in the City’s best interest.

FISCAL IMPLICATIONS:
Sufficient funds are budgeted in FY 2018-19 and FY 2019-20 for this service, and will be included in future budgets. The cost of the service (approximately $31,800 per year) is offset by a Beach Cities Health District grant which provides $14,048 for nurse educator services annually.
BACKGROUND:
The State of California and the County of Los Angeles Department of Health Services (DHS) mandates that all licensed paramedics and Emergency Medical Technicians (EMTs) receive continuing education to maintain their medical knowledge and proficiency. Since July 2001, the City of Manhattan Beach has contracted with Regents of the University of California, Los Angeles (UCLA) to provide a Nurse Educator to conduct monthly continuing education to meet these mandates. In addition to providing each paramedic and EMT with 36 hours a year of on-site training, the Nurse Educator is also responsible for evaluating paramedic performance in the field, staying up-to-date on changes to treatment protocols, designing and implementing quality controls, evaluating clinical and operational performance, and maintaining documentation, as required by the State and County.
DISCUSSION:
UCLA provides nurse educators for 17 of the 31 Los Angeles County fire departments, including El Segundo and Redondo Beach. Agencies who do not contract with UCLA either retain a full-time Nurse Educator on staff, or contract with an individual to provide Nurse Educator services. By contracting with UCLA, the Fire Department has access to guest lecturers and trainers who give specialized medical instruction to our paramedics at no additional cost. All of the nurse educators provided through UCLA are registered nurses with emergency care specialization; they have received course work in fire service instruction, and are knowledgeable about Fire Department operations, including fire suppression and pre-hospital emergency care. They also have in-depth knowledge of Los Angeles Country treatment protocols, as well as the electronic patient care reporting system that the Fire Department currently uses.
UCLA has a staff of five nurse educators who will serve in each other’s absence should one be unavailable for any reason, ensuring that there is no lapse in training, quality control, and documentation. Due to the specialized nature of the training and expertise that UCLA provides, staff recommends that City Council adopt Resolution No. 18-0073 amending and restating the Agreement with Regents of University of California.
Professional services such as those provided under this agreement are exempt from bidding under Manhattan Beach Municipal Code section 2.36.130.
PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
