RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0053 accepting the LAWCHC grant agreement in the amount of up to $2,898,597.
FISCAL IMPLICATIONS:
If the LAWCHC grant agreement is approved, the City will record all eligible expenditures and submit reports in accordance with the agreement to receive accompanying revenues, up to $2,898,597. There is no funding match requirement for this grant. The City must incur costs and submit a reimbursement request for eligible items after the conclusion of the FIFA World Cup events.
An appropriation request was included in the staff report for public safety barrier rentals since those equipment costs are known. Staffing costs submitted toward the grant are subject to change based on actual needs during the events. Accordingly, staff will return to City Council after the close of Fiscal Year (FY) 2026 with the necessary expenditure and revenue adjustments. FY 2027 budget adjustments will be included with the first quarter budget update.
BACKGROUND:
The United States Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) provides grant funding to assist State and local governments with safety operations for large-scale, high-risk events. The FEMA FIFA World Cup Grant Program (FWCGP) (Assistance Listing 97.160) provides grant funding to entities that directly support official 2026 World Cup planning and operations within Los Angeles County. Funding is intended to ensure the safe, secure, and orderly execution of official 2026 FIFA World Cup events in the Los Angeles County region, and to strengthen public safety preparedness and operational readiness. Funding is passed through the State Administrative Agency to the Los Angeles World Cup Host City Planning Committee and then to the LAWCHC, which issues the subawards to eligible entities, including the City.
DISCUSSION:
The City of Manhattan Beach has been awarded up to $2,898,597 in LAWCHC grant funds to support safety and security operations associated with the FIFA World Cup. This includes funding for law enforcement personnel staffing and rental of grant-approved safety equipment (e.g. anti-vehicle barriers). The grant-funded expenditures are pre-approved by LAWCHC and are consistent with expenditures authorized by the FWCGP. The performance period of the grant ends July 31, 2026.
The LAWCHC grant agreement (Attachment 2) outlines the requirements of the grant and provides guidelines for reimbursement of eligible expenses. Staff recommends that the City Council adopt Resolution No. 26-0053 accepting the LAWCHC grant agreement in the amount of up to $2,898,597.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed the grant agreement and approved it as to form.
