On September 25, 2024, the Planning Commission considered the items described below:
1. Use Permit for a Restaurant with Alcohol Service Located at 1019 Manhattan Beach Boulevard
On February 21, 2024, the City received an application requesting a Use Permit for a new eating and drinking establishment at 1019 Manhattan Beach Boulevard. On September 25, 2024, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff, and testimony from the applicant and members of the public, the Planning Commission voted 5 - 0 to approve the Use Permit and find the project exempt from further environmental review pursuant to CEQA.

2. Master Use Permit Amendment for an Animal Hospital Located at 1800 N. Sepulveda Boulevard
On October 5, 2023, the City received an application requesting a Master Use Permit Amendment for a 24-hour animal hospital use located at 1800 N. Sepulveda Boulevard. On September 25, 2024, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff, and testimony from the applicant, the Planning Commission voted 5 - 0 to approve the Master Use Permit Amendment and find the project exempt from further environmental review pursuant to CEQA.

3. Appeal of a Coastal Development Permit for a New Canopy at an Existing Service Station Located at 2121 Highland Avenue
On November 28, 2023, the City received an application requesting a Coastal Development Permit (CDP) to replace an existing canopy at an existing service station located at 2121 Highland Avenue. On August 8, 2024, the Community Development Director approved the CDP, and on August 23, 2024, an appeal of the Director’s decision was filed. On September 25, 2024, the Planning Commission held a duly noticed public hearing to consider the appeal. After receiving a report from City staff and testimony from the applicant and appellant, the Planning Commission voted 4 - 1 to approve the CDP with additional conditions related to canopy height and color and find the project exempt from further review pursuant to CEQA, thereby denying the appeal.

Pursuant to Manhattan Beach Municipal Code Section 10.100.020, Planning Commission quasi-judicial decisions will be reviewed by the City Council if two Councilmembers each file a Council review form within 15 days of the Commission’s decision or if the decision is appealed by a member of the public.
