RECOMMENDATION:
Staff recommends that the City Council:
1)      Approve consultant agreement with JMD to prepare a Project Study Report for intersection improvements along Sepulveda Boulevard and provide technical assistance on grant applications for the 2015 Metro Call for Projects in the amount of $49,950.
2)      Authorize the City Manager to execute agreement.

FISCAL IMPLICATIONS:
The South Bay Cities Council of Governments (SBCCOG) approved funding in FY 13/14 for the preparation of a Project Study Report (PSR) for improving seven intersections along Sepulveda Boulevard within the City of Manhattan Beach (see staff report number 14-0350 which is a funding agreement between the City and SBCCOG for this project).   
 
BACKGROUND:
In July, 2009, Southern California Association of Governments (SCAG) and South Bay Cities Council of Governments (SBCCOG) commissioned Hatch Mott MacDonald to conduct a "User-Based Microanalysis of State Route 1, Pacific Coast Highway" (2009 PCH Study).  In the 2009 PCH Study, 38 intersections along Sepulveda Boulevard were studied and different levels of improvements were recommended to relieve traffic congestion along the Sepulveda Corridor.
 
In the approved FY 13/14 South Bay Measure R Highway Program, $50,000 was allocated to the City of Manhattan Beach for the preparation of a PSR to further evaluate the possible implementation of the 2009 PCH Study Improvements.   A PSR is a substantial document that includes preliminary engineering, detailed alternatives analysis, cost estimates, scope and schedule information, including estimated schedule and costs for environmental mitigation and permit compliance.  PSR's are intended to provide vital information regarding the feasibility of projects that are requesting funding through Metro's discretion through the Call for Projects.   
 
Staff has ranked and prioritized seven intersections within the 2009 PCH Study. The seven intersections at Sepulveda include the following in priority order:
 
1.      Marine Avenue/Cedar Avenue
2.      Rosecrans Avenue
3.      Valley Drive
4.      33rd Street
5.      30th Street
6.      14th Street
7.      2nd Street
 
By preparing a PSR for the mentioned intersections, staff believes the funding application to be submitted for the 2015 Metro Call for Project (CFP) will be highly competitive.
 
In order to help cities with the selection of technical consultants required to execute the necessary plans and studies for the various SBCCOG SBHP funded projects, the SBCCOG has assembled a list of consultants, referred to as the "Technical Consultant Bench."  Utilizing this technical bench, the City sent out four Requests for Proposals.  JMD was selected as the consultant that will help the City fulfill all requirements necessary for the PSR.
DISCUSSION:
JMD has submitted a proposal to provide the following services:
 
1.      Review the existing 2009 Pacific Coast Highway Study Report (This 2009 PCH Study Report can be used as a base for the PSR).
2.      Prepare a PSR per Caltrans/Metro Standards for the CFP application.  Obtain Caltrans approval of PSR.
3.      Prepare a Cost Estimate and Schedule for the CFP application.
4.      Prepare and process the 2015 Metro CFP application per Metro's CFP requirements until the final selection by Metro is completed.
5.      Coordinate and manage all activities required by the MTA to complete the application.  
 
JMD was selected to provide technical assistance to the City for a number of reasons: JMD provides a customized scope of work to provide the City with optimized, cost-effective, and high quality technical assistance; JMD has considerable experience coordinating federally-funded projects and will be able to utilize these institutional relationships with the MTA, local agencies and private developers.  Staff is therefore recommending approval of a professional services contract with JMD because of their experience, capabilities, and expertise.  The contract will be structured based on an hourly rate with a not-to-exceed fee of $49,950.
 
CONCLUSION:
Staff is recommending City Council approve a consultant agreement with JMD to prepare a Project Study Report for intersection improvements along Sepulveda Boulevard Corridor and provide technical assistance for 2015 Metro Call for Projects in the amount of $49,950, and authorize the City Manager to execute the agreement.
