RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 24-0006 amending the compensation plan for full-time unrepresented employees of the City of Manhattan Beach.
Body
FISCAL IMPLICATIONS:
The fiscal implications associated with these updates were presented as an aggregate cost for all affected employee groups at the time the adjustments were approved at the December 5, 2023, City Council Meeting. The cost of these adjustments specific to the unrepresented employees group is approximately $120,384 annually.
BACKGROUND:
The City has a Full-Time Unrepresented Employees Compensation Plan (“compensation plan”) which covers the terms, conditions, salaries and benefits for all full-time positions that are not represented by a bargaining unit. All department heads, all positions in the Management Services and Human Resources, select positions in the Finance department, and the Fire Department Division Chiefs are included within the compensation plan. The compensation plan is periodically updated as needed to capture positions being added to or removed from the plan, or to memorialize changes or adjustments to the compensation provisions for unrepresented employees.
DISCUSSION:
At the December 5, 2023, City Council meeting, the City Council approved modifications to various recruitment and retention incentives and benefits for City employees (Resolution No. 23-0160 and Resolution No. 23-0165). The Human Resources Department has been working with the various employee labor associations to implement the approved benefits by way of “side letters of agreement” to the approved Memoranda of Understanding. For the full-time unrepresented employees (who are not represented by a labor association or union) the modifications are memorialized in the compensation plan governing the terms and conditions of employment, which has a current term of January 1, 2022 through June 30, 2025, and is amended by the City Council as needed. Accordingly, the modifications to the compensation plan previously approved include:
• A modification to the health insurance contribution for employees provided by the City.
• Provision of a “birthday holiday” for each City employee, and the addition of 10 hours of holiday-in-lieu pay for sworn fire employees assigned to suppression shifts (Division Chiefs in the unrepresented employees group).
• Closure of City Hall on Christmas Eve and New Year’s Eve at noon and holiday pay in the afternoon for employees working on site.
Although these changes have already been approved by the City Council, the amendments to the compensation plan will memorialize the changes and provide transparency to the document posted on the City’s website.
