On October 9, 2024, the Planning Commission considered the items described below:

1.                     Use Permit Amendment and Coastal Development Permit for a Restaurant Expansion with the Sale and Service of Alcoholic Beverages and Live Entertainment Located at 309 Manhattan Beach Boulevard (Esperanza)

 

On June 9, 2023, the City received an application requesting a Use Permit Amendment and Coastal Development Permit to allow for the expansion of an existing eating and drinking establishment, including second story outdoor dining, on-site sales and service of alcohol and live entertainment, in conjunction with food service at 309 Manhattan Beach Boulevard. On October 9, 2024, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff, and testimony from the applicant and members of the public, the Planning Commission voted 5-0 to approve the Use Permit Amendment and Coastal Development Permit with an additional condition related to extended hours of operation on a 12-month trial basis and found the project exempt from further environmental review pursuant to CEQA.

2.                     Master Use Permit Amendment to Modify Existing Conditions of Approval Concerning Site Access Located at 3200 North Sepulveda Boulevard (Manhattan Village Shopping Center)

 

On February 19, 2024, the City received an application requesting a Master Use Permit Amendment to modify existing conditions of approval concerning site access at 3200 North Sepulveda Boulevard. On October 9, 2024, the Planning Commission held a duly noticed public hearing to consider the request. After receiving a report from City staff, and testimony from the applicant, the Planning Commission voted 5-0 to approve the Master Use Permit Amendment with modifications to clarify the purpose of the conditions and release of bonds and found that no further environmental review is required pursuant to CEQA.

Pursuant to Manhattan Beach Municipal Code Section 10.100.020, Planning Commission quasi-judicial decisions will be reviewed by the City Council if two Councilmembers each file a Council review form within 15 days of the decision or if the decision is appealed by a member of the public.
