TO:
Honorable Mayor and Members of the City Council
THROUGH:
Bruce Moe, City Manager
FROM:
Lisa Jenkins, Human Resources Director
SUBJECT:Title
Consideration of a Resolution Approving a Comprehensive Citywide Salary Schedule for all City Positions and Adjustments to Salary Ranges (Human Resources Director Jenkins).
ADOPT RESOLUTION NO. 23-0116
Body
_________________________________________________________
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 23-0116 approving a comprehensive citywide salary schedule (attached and titled “City of Manhattan Beach - Salary Schedule”).
Body
FISCAL IMPLICATIONS:
The salary adjustments and establishment of new ranges have been accounted for through the budget adoption process, Memorandum of Understanding (MOU), or other approval (e.g. the City Manager’s contract). At this time, there is no budget adjustment requested to appropriate funding for salary adjustments.
BACKGROUND:
Staff periodically takes a comprehensive Citywide salary schedule to Council for approval, which captures classification and compensation changes made through the negotiations or budget process, including negotiated MOU or approved compensation plan salary range adjustments and classification changes made throughout the year.
The attached resolution and salary schedule also fulfill California Public Employees Retirement System (CalPERS) requirements for a comprehensive publicly available pay schedule.
DISCUSSION:
The salary schedule pending the City Council approval reflects the updated salary for the City Manager, approved in Amendment No. 3 to City Manager’s Employment Agreement on at the March 21, 2023 Council Meeting.
The comprehensive salary schedule also includes the updated salary schedule for the represented Manhattan Beach Fire Association (MBFA) employees in accordance with the recently negotiated multi-year MOU, which includes a 4.5% salary increase effective July 1, 2023.
Similarly, City Council approved and adopted the amended and restated Compensation Plan for Full-Time Unrepresented Employees of the City of Manhattan Beach via Resolution Nos. 23-0128 and 23-0135, which include a salary increase of 7.64% for the Division Chief classification and the addition of the Management Analyst and Senior Management Analysts (confidential) classifications. These changes are incorporated in the updated salary schedule.
The salary schedule update is also an opportunity to formalize changes to the City’s classification plan that were approved by Resolution No. 23-0067 during the Fiscal Year 2023-2024 budget process. Following the completion of classification and compensation analyses, the following full-time classifications were created and their corresponding salary steps/ranges are added to the citywide salary schedule:
• Background Investigator (civilian)
• Police Support Supervisor
• Geographic Information Systems (GIS) Administrator
• Marketing Specialist
• Water Compliance Supervisor
• Senior Business Services Analyst
Additionally, the Personnel Rules allow the City Manager to adjust the pay plan (salary steps) for part-time positions to ensure that the part-time classifications meet the needs of the City (Rule V, Section 12C.7). Since the last salary schedule adjustment, a new part-time Police Intern position was established effective August 29, 2023, per the Police Department’s request to recruit police intern applicants with a career interest and aptitude in fulfilling law enforcement support functions.
In addition to approving the recommended adjustments, the attached classification and salary listing serves to comply with California Public Employees’ Retirement System (CalPERS) requirements that the City Council approve a publicly available pay schedule for all negotiated pay rate increases. These requirements are contained in Government Code § 20636(b)(1) and California Code of Regulations (CCR) § 570.5. In order to meet CalPERS requirements, the City Council is required to adopt a comprehensive publicly available pay schedule independent from the salary schedules attached to the MOU or approved as part of the budget process.
POLICY ALTERNATIVES:
The comprehensive citywide classification and salary listing is being recommended for Council approval to fulfill CalPERS regulations regarding adopting publicly available pay schedules, and there are no policy alternatives within this requirement.
PUBLIC OUTREACH:
Staff determined that additional public outreach is not required for this issue.
LEGAL REVIEW:
The City Attorney has approved the resolution and employment agreement as to form.
