RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 23-0111 approving Amendment No. 1 to the design services agreement with David Volz Design Landscape Architects, Inc., for Conceptual Design Plans for Sand Dune Park and on-call design services not to exceed $193,690.

FISCAL IMPLICATIONS:
The original agreement with David Volz Design Landscape Architects, Inc. (DVD) was approved under the City Manager’s awarding authority in the amount of $44,990, plus $4,000 for reimbursable expenses, per the City’s purchasing policy. Amendment No. 1 will increase the agreement amount by $44,700 for conceptual design plans for the Sand Dune Park project and $100,000 for on-call design services on future projects.
Should City Council approve Amendment No. 1, the revised agreement with DVD would increase by $144,700 for a new maximum compensation amount of $193,690. City Council’s approval of Amendment No. 1 is required, as the additional amount associated with this amendment will cause the total contract amount to exceed the City Manager’s awarding authority.
BACKGROUND:
In April 2023, Public Works entered into a design services agreement with DVD to provide on-call, as-needed garden and landscape design services, including conceptualization, for City-owned and operated facilities as detailed in Individual Project Orders (IPOs).
IPO No. 1 in the amount of $19,950 was issued in April 2023 to develop turf replacement design scenarios for the medians on Manhattan Beach Boulevard. These scenarios will be presented to the City Council on September 19, 2023 for consideration.
On August 2, 2023, IPO No. 2 in the amount of $10,000 was issued to develop conceptual ideas for converting the Metlox Plaza Fountain (adjacent to Nick’s Manhattan Beach) into a maintainable landscape-oriented space.
Also on August 2, 2023, IPO No. 3 in the amount of $17,540 was issued to develop conceptual ideas for enhancing the City-owned planters in Downtown and North Manhattan Beach.
DISCUSSION:
The development of a Sand Dune Park Master Plan is on the City Council’s Work Plan. Completed action items include a major landscape revitalization project that included cleaning, stabilizing, and beautifying the hillside, irrigation system repairs, upgrade of the retaining wall and fencing, and adding decomposed granite at the bottom of Sand Dune Park. A survey and two public outreach meetings during the past year gathered community input regarding additional potential enhancements, including a new facility, upgraded park amenities, and expanded programming at Sand Dune Park.
The Parks and Recreation Department selected David Volz Design to help synthesize community feedback from the outreach events and survey and develop conceptual design plans for park improvements. The firm has extensive experience with capital improvement projects, general landscape architectural design, community outreach programs, and other services for public agency clients. If Amendment No. 1 is approved, upon completion of the preliminary design phase, staff will return to City Council with preferred alternatives and cost estimates.
As part of Amendment No.1, Public Works also requests an additional $100,000 for on-call, as-needed design services to assist with upcoming and anticipated projects, including the continued enhancement and beautification of City parks, parkettes, dog runs, and tot lots.
PUBLIC OUTREACH:
Staff and the Parks and Recreation Commission hosted a Sand Dune Revitalization Open House on November 12, 2022, and a Sand Dune Community Meeting on April 30, 2023. For community members who couldn’t attend the meetings in person, a survey was available to allow the entire community to provide input regarding future upgrades. Additional outreach will take place as conceptual design plans are developed.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the amendment as to form.
