RECOMMENDATION:
Staff recommends that the City Council: Adopt the Resolution No. 24-0111 approving a comprehensive citywide salary schedule (attached and titled City of Manhattan Beach - Salary Schedule).
FISCAL IMPLICATIONS:
The City Manager salary and benefits are budgeted for and have been properly fixed via resolution.
BACKGROUND:
Staff periodically takes a comprehensive Citywide salary schedule to the Council for approval, which captures all the classification and compensation changes made through the negotiations or budget process, including negotiated MOU or otherwise authorized salary range adjustments and classification changes made throughout the year. Since the adoption of the last salary schedule in July 2024, the City Council properly fixed the compensation for both the Acting City Manager and City Manager, by resolution (Resolution No. 24-0095 and Resolution No. 24-0125) and in accordance with Government Code Section 36506 and the Manhattan Beach Municipal Code. In order to fulfill California Public Employees Retirement System (CalPERS) requirements, these salaries are now being added to the comprehensive publicly available pay schedule.
DISCUSSION:
While the Acting City Manager and City Manager pay have already been approved by the City Council via resolution, the Council is also required by CalPERS to adopt a comprehensive publicly available pay schedule that includes all City positions, independent from the salary approved in the resolution(s) and employment agreement. The attached salary schedule meets the requirements of Government Code § 20636(b)(1) and California Code of Regulations (CCR) § 570.5.
PUBLIC OUTREACH:
After analysis, staff determined that additional public outreach is not required for this issue.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
