Recommended Action
RECOMMENDATION:
Staff recommends that City Council:
 
1. Approve Measure R Funding Agreement between the Los Angeles County Metropolitan Transportation Authority (LACMTA) and City of Manhattan Beach for Reimbursement of Costs for Project Development, Right-of-Way, and Construction of the Sepulveda Boulevard Bridge Widening Project in the Amount of $9,100,000.
 
2. Authorize the City Manager to execute the Measure R Funding agreement.

FISCAL IMPLICATIONS:
The LACMTA Measure R Funds will be used for costs associated with Project Development, Right-of-Way, and Construction of the Sepulveda Boulevard Bridge Widening Project through funds allocated in the South Bay Measure R Highway Program.  There is no required City match for these funds.  
 
BACKGROUND:
On January 18, 2011, City Council approved Resolution No. 6290 indicating support for the South Bay Measure R Highway Program Early Action Project List.  As the result, the City was awarded $9,100,000 from LACMTA for the Sepulveda Boulevard Bridge Widening Project through the South Bay Measure R Highway Program (SBHP).
 
The South Bay Cities Council of Governments (SBCCOG) in partnership with LACMTA and the South Bay Cities funds transportation projects that improve mobility, safety, and sustainability along transportation corridors in the South Bay. The SBCCOG serves as the program manager through its Measure R Oversight Committee to help develop and oversee the SBHP projects.  
 
Funding allocations for the SBHP are recommended for approval by the SBCCOG Board to the LACMTA Board in five to seven year increments and are updated annually. SBHP projects are delivered by South Bay Cities under funding agreements with LACMTA.  A funding agreement is required to formally document the terms and conditions for the funding.  Execution of the funding agreement is required within 90 days of formal transmittal by the LACMTA.  Formal transmittal was on August 4, 2014, which means the funding agreement needs to be executed by no later than November 4, 2014.  
 
DISCUSSION:
The LACMTA Board, at its March 27, 2014 meeting, programmed $9,100,000 in Measure R Funds to City of Manhattan Beach for the Seismic Retrofit of Widened Bridge 53-62 from Sepulveda Boulevard from 33rd Street to South of Rosecrans Avenue for Project Development, Right-of-Way, and Construction, subject to the terms and conditions contained in this Funding Agreement.
 
CONCLUSION:
Staff recommends that that City Council approve said Measure R Funding Agreement in the amount of $9,100,000 and authorize the City Manager to execute agreement.
