Recommended Action

RECOMMENDATION:

Staff recommends that the City Council discuss and provide direction on the proposed updates to the Senior Advisory Committee Bylaws.


FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The Senior Advisory Committee (SAC) was established by the City of Manhattan Beach in January 2007 to serve as a channel of communication between staff, senior clubs, older adult program participants, and the older adult community at large. The committee originally consisted of nine community representatives. Representatives included members from both Joslyn and Manhattan Heights Senior Clubs, the Senior Resources Committee, and members-at-large from the senior community. Older Adult Program staff, a liaison from City Council, and a liaison from the Parks and Recreation Commission also participate in the monthly meetings.

 

The Manhattan Heights Senior Club dissolved in 2021 due to lack of participation and membership. Therefore, the Manhattan Heights Senior Club SAC seat was vacated.

 

The Senior Resources Committee (SRC) was formed in September of 2005 with strong involvement in the beginning of the Older Adult program and establishment of OASIS (Older Adults and Seniors Interactive Space). SRC was an advocacy and education group that published a newsletter, held informational meetings, and provided educational programming for the community. Over the past few years, there has been minimal programming provided by the group, but they continued to provide a SAC representative.

 

In July 2022, SAC decided to discuss modifying the SAC structure and composition based on the above developments. Due to the growth of the Older Adult program, the necessity for clubs providing programs lessened. SAC members recommend having all seats designated as “at-large members” without club memberships or affiliations.

 

DISCUSSION:

SAC discussed this item at their July 12, 2022, and August 9, 2022, meetings and provided the following recommendations to amend its bylaws.

 

1)                     SAC continues to have nine voting members with all nine members being at-large

2)                     Members serve a two year term from July 1 to June 30

3)                     Manhattan Beach Unified School District may appoint a student representative (non-voting) as a liaison to encourage intergenerational programming and interaction

This item was discussed at the Senior Advisory Committee meetings on July 12, 2022, and August 9, 2022.
