RECOMMENDATION:Body
Staff recommends that the City Council approve an amendment to the agreement with waterTALENT, LLC (“Temporary Consultant”) increasing the compensation to a total not-to-exceed amount of $312,800 for providing specialty technical staffing services to accommodate the Public Works Department with temporary and temporary-to-hire operators who are experienced in wastewater treatment, water treatment, and water distribution.
FISCAL IMPLICATIONS:
While the proposed amendment increases the total contract amount to $312,800, funding for this agreement will come from salary savings from vacant positions in the water, sewer, and stormwater enterprise funds, as well as appropriate contract services accounts. There are no additional fiscal implications at this time.
BACKGROUND:
On June 19, 2023, the City entered into an agreement with waterTALENT, LLC, a staffing agency that provides specialty technical staffing services to accommodate utilities and industries with temporary and temporary-to-hire operators who are experienced in wastewater treatment, water treatment, and water distribution. The agreement is fee-based depending on the level of services provided and for an initial term through June 19, 2025.
DISCUSSION:
The Public Works Department plays a vital role in ensuring the efficient delivery of essential services to the community. Many positions in the water treatment, water distribution, and wastewater treatment areas require specialized certifications and experience. To enable the Public Works Department to maintain service quality and continuity, the City entered into the agreement with waterTALENT to provide temporary staffing services. Pursuant to Manhattan Beach Municipal Code (MBMC) Section 2.36.130, contracts for services of specialty-trained and professional persons are exempt from bidding. However, if the amount equals or exceeds $50,000, such contracts can only be approved by the City Council. Staff recommends that Council adopt the resolution approving the first amendment to the agreement prior to exceeding the $50,000 threshold in order to increase the maximum compensation to a new total not-to-exceed amount of $312,800.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
