RECOMMENDATION:
Staff recommends that the City Council approve an amendment to the City Council Recording Secretary Services’ contract and appropriate $25,200 from the City Council Contingency Fund.

FISCAL IMPLICATIONS:
Staff is recommending that the City Council allocate $25,200 from the City Council Contingency fund, based on the CCMS, Inc. rate ($175/hr.), the average duration of a City Council Meeting (6 hours), and the average amount of meetings held per month (two regular City Council Meetings held on the 1st and 3rd Tuesday of every month, and two Adjourned Regular Meetings for an average of four meetings a month). The amount requested will cover the six-month trial period for the implementation of the new minutes format requested by City Council. If $25,200 is appropriated, $124,800 will remain in the City Council Contingency Fund.
DISCUSSION:
CCMS, Inc. (Vida Barron) has been providing Recording Secretary services, including completing the minutes for City Council meetings for the past several months. At the October 1, 2013, meeting City Council requested minutes, previously completed as action minutes, now be performed as more detailed summary minutes. To facilitate this change for a six-month trial period, staff recommends amending the current contract with CCMS, Inc. to accommodate for the cost of summary minutes.
The original contract was issued under the City Manager’s authority, which cannot exceed $20,000. With this recommended change, the estimated value of the contract is $25,200, an increase of $5,200; because the contract exceeds $20,000, it now requires City Council approval. In addition, because this unplanned service was not budgeted an appropriation of funds is required.
CONCLUSION:
Staff recommends that the City Council approve an amendment for the CCMS, Inc. Recording Secretary Services’ contract and appropriate $25,200 from the City Council Contingency Fund.
