RECOMMENDATION:
Staff recommends that the City Council approve the inclusion of the 2026 FIFA World Cup and 2028 Summer Olympics Subcommittee as part of the City Council Assignments, ensuring the City is positioned to engage with planning efforts and maximize potential benefits for the community.
Additionally, it is recommended that the City Council appoint Mayor Howorth and Councilmember Tarnay to serve as Delegate and Alternate, facilitating active participation and representation in discussions and initiatives related to these global sporting events, which may impact local infrastructure, tourism, and economic opportunities.

BACKGROUND:
The 2026 FIFA World Cup and 2028 Summer Olympics Subcommittee is proposed as a formal addition to the City Council Assignments. Given the international scale and potential regional impact of these events, establishing a dedicated subcommittee will allow the City to engage proactively with State, national, and international agencies regarding infrastructure, tourism, and local initiatives.
A structured approach is necessary to ensure Manhattan Beach is well-positioned to maximize economic opportunities, enhance local planning, and manage potential public safety considerations. This subcommittee will function as a liaison for strategic discussions, helping the City anticipate long-term impacts while fostering collaboration with regional stakeholders.
DISCUSSION:
During the May 6, 2025, City Council Meeting, the City Council provided direction to return with modified assignments, following a request from Mayor Howorth and Councilmember Tarnay. Their request emphasized the importance of formally incorporating the 2026 FIFA World Cup and 2028 Summer Olympics Subcommittee into the City Council Assignments to ensure that Manhattan Beach remains actively engaged in regional discussions and planning efforts for these major events.
This subcommittee will allow the City to coordinate with County, State, and national agencies, evaluate potential economic, public safety, and transportation impacts, and identify opportunities for local businesses and community engagement. As global sporting events often present logistical challenges and opportunities, establishing a structured approach will enable the City to address event-related infrastructure needs, security concerns, and participation in regional tourism initiatives.
To move forward, staff has prepared the attached revised City Council Assignments and Assignment Descriptions, incorporating the new subcommittee. These documents are included as attachments for review and approval. Staff recommends that the City Council officially approve the inclusion of the subcommittee and appoint Mayor Howorth as Delegate and Councilmember Tarnay as Alternate to lead City efforts in regional coordination, planning discussions, and engagement strategies.
Upon approval, staff will finalize the updated City Council Assignments and initiate outreach to external agencies and stakeholders, ensuring the City’s active participation in preparations for the 2026 FIFA World Cup and 2028 Summer Olympic Games.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
