RECOMMENDATION:
Staff recommends that the City Council approve updating the Special Events Policy, removing the exclusion of Bruce’s Beach and 8th Street and Larsson Street Parkettes as possible locations.
FISCAL IMPLICATIONS:
There are no fiscal implications to the City with the Special Events Policy update.
Event operators will pay an application fee of $1,417 for a new event and $977 for a repeat event. In addition, City services will be billed to the event organizer at fully burdened rates.
BACKGROUND:
The current Special Event Policy was approved by the City Council on July 17, 2018, establishing a tiered event classification review process. The purpose of the policy was to create guidelines and an approval process for review by staff, Parks and Recreation Commission and City Council. The policy includes three impact levels and a process for each. Impact considerations include: number of participants, season, amplified sound, street closures, location and staffing. The policy specifically excluded Bruce’s Beach and the 8th Street and Larsson Street Parkettes as special event locations, due to the potential impact on residents adjacent to the park/parkettes.
DISCUSSION:
The current policy precludes Bruce’s Beach and the 8th Street and Larsson Street Parkettes as possible locations for special events due to the impact on the surrounding neighborhoods. Since the approval of the Special Event Policy, staff has received numerous inquiries to hold events at Bruce’s Beach. This update to the policy would allow special events to be considered at Bruce’s Beach and the Parkettes, through the established special events review process or approval by City Council. These locations will remain unreservable through the parks and facilities reservation system.
PUBLIC OUTREACH:
If the City Council approves an event for Bruce’s Beach, Larsson or 8th Street Parkettes, staff will send a public notice to neighbors within 500 feet of the park/parkette.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
