Staff recommends the City Council formally accept Leadership Manhattan Beach class project donation of two Fix-It Bike Stations, and approve the recommended installation locations near the base of the Pier and at the Rosecrans Avenue beach-access point.

FISCAL IMPLICATIONS:
There is no fiscal impact to the City of Manhattan Beach in the next 5 years. All hardware and equipment will be purchased and donated to the City by Leadership Manhattan Beach Class of 2018. Ongoing maintenance costs for the first 5 years, including tool replacement and air-pump maintenance, are projected to total $1,600 or less for both stations and will be included as part of the project’s funding donation.
BACKGROUND:
Leadership Manhattan Beach is a non-profit organization whose mission is to develop and unite community leaders. Since 1992, each year a class has developed and completed a project for the benefit of the community. Class of 2018’s mission statement is “to enrich the South Bay through installing public-use bike fix-it stations to further encourage the City’s goals of eco-friendly and healthy lifestyles while promoting community engagement.”
The class has proposed a project to install Bike Fix-It Stations (Attachment 1) at two City locations along the bike path, which require City Council direction (a third Fix-It station is being proposed at the Manhattan Beach Middle School on school district property, which will be reviewed by the Manhattan Beach Unified School District [MBUSD] Board at their February 28, 2018 meeting). This project was designed to be a cooperative effort between Leadership Manhattan Beach, the City and MBUSD, as well as to complement to the Citywide Bicycle Master Plan.
DISCUSSION:
The considerations for each proposed Bike Fix-It Station installation site were based on an assessment of bicycle use concentration, evaluation of existing sites already hosting bicycle stands, the Citywide Bicycle Master Plan, and existing Parks and Recreation project plans. Additional considerations were made for public access, visual impact, congestion impacts and safety.
Initial considerations consistent with the recommendations from City Council focused site assessment along The Strand between the Hermosa Beach and El Segundo borders. This area of the City was determined to have the highest concentration of bike traffic. Specific considerations were given to areas adjacent to the Pier and the El Porto area.
For the first recommended location, a working group that included representatives from Parks and Recreation, Community Development, Public Works, City Administration, Police, and Fire Department evaluated locations along the bike path adjacent to the south base of the Pier. Following group discussion, a site near existing bike racks at the base of the Pier (Attachment 2) was determined to satisfy the needs and concerns of all department representatives and provided the greatest benefit to the City.
For the second location, the same working group discussed several options between Marine Avenue and 45th Street. The group identified three potential locations, which are outlined in the alternatives section below, that fulfilled the criteria listed above. Ultimately, the group is recommending the location at Rosecrans Avenue (Attachment 3) based on available space, local congestion issues in the El Porto area, its proximity to the primary site at the Pier, and concentration of use. Locations at Marine Avenue (Attachment 4) and 42nd Street were also considered. The pros and cons of the alternative locations, including the recommended site at Rosecrans Avenue, are defined below.
Public Works staff has evaluated the recommended installation sites and assessed the installation requirements for the two Fix-It Stations. Installation requirements were determined to be simple and require approximately one hour per station.
Annual maintenance will be conducted by Public Works to replace missing tools and service the bike pump as needed. Leadership Manhattan Beach will donate funds for maintenance rather than pre-purchase anticipated replacement parts. This will allow for greater flexibility and efficiency of maintenance by Public Works.
Anticipated receipt of hardware is March 13, 2018 with delivery to Public Works no later than April 2, 2018. Leadership Manhattan Beach plans to provide City Council with an update on the installation of the Bike Fix-It Stations on May 1, 2018.
ALTERNATIVES:
In addition to the staff recommended location at the pier, there are several alternative locations that may be considered for the second Fix-It station. These include:
ALTERNATIVE #1 (Recommended):
Rosecrans Avenue on the bike path
PROS:
A site at Rosecrans Avenue and the bike path enjoys a high concentration of bicycle use, as well as close proximity to the El Porto area. There is also space available near an existing bike rack.
CONS:
None.
ALTERNATIVE #2:
Marine Avenue on the bike path
PROS:
A site at the Marine Avenue beach access point would have the benefit of servicing the Junior Lifeguard Program as well as serving a high concentration of bicycle use.
CONS:
Close proximity to the recommended Pier site installation of the repair station.
ALTERNATIVE #3:
42nd Street on the bike path
PROS:
A site at the 42nd Street and the bike path would have the benefit of being centrally located in the El Porto area and would service existing bike racks. This site also serves a high concentration of bicycle use.
CONS:
This location is directly adjacent to the commercial Surf Food Stand operation. This site is commonly impacted with heavy concentrations of beach goers and may impact local business. The high levels of congestion in this area may negatively impact the utility of a Fix-It Bicycle Station.
PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW
The City has reviewed the proposed installation of the class project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 4 categorical exemption pursuant to Section 15304, “Minor Alterations to Land”, of the State CEQA Guidelines since the bicycle repair stations will be adjacent to the existing bicycle racks. Thus, no further environmental review is necessary.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
