Recommended Action

RECOMMENDATION:

Staff recommends that the City Council:

1.                     Approve the plans and specifications for the Sewer Main Rehabilitation

Project Phase 2.

2.                     Authorize the City Manager to award a construction contract in the amount of $1,280,000 to Miramontes Construction Company, Inc. for the Sewer Main Rehabilitation Project Phase 2.

3.                     Authorize the City Manager to approve additional work, if necessary, in an amount not-to-exceed $128,000 (10%).

 

FISCAL IMPLICATIONS:

A total of $1,622,109 will be required to complete this project. Sewer Enterprise Funds in the amount of $1,659,496 are available from prior fiscal years. The Sewer Phase 2 Project will complete the construction of three sewer main rehabilitation projects previously combined and pursued under a single design and management umbrella. A summary of budget and expenditures is provided in Attachment 1.

 

BACKGROUND:

The City has been implementing a water and sewer infrastructure reinvestment program. This represents best practice management of the City’s environmental stewardship efforts, and follows with its Strategic Plan goal: “Maintain and enhance city facilities, programs and the infrastructure”. Maintaining the City’s wastewater collection infrastructure is an integral component of the proper management of the treatment system. Implementation of effective preventive maintenance programs has been shown to significantly reduce the frequency and volume of untreated sewage discharges and helps the City properly plan for long term stability. Based on the 2010 Wastewater Master Plan, projects to repair or replace sewer mains were included in the five-year Capital Improvement Plan (CIP) previously adopted by City Council.

 

The Sewer Phase 2 Project includes the replacement of over 2,300 linear feet of vitrified clay pipe main replacements at the following four project street locations in the City’s Sand Section as shown on Attachment 2:

1.                     3rd Street - Ingleside Drive to Crest Drive

2.                     4th Street - Ingleside Drive to Valley Drive

3.                     Ingleside Drive - 5th Street to 7th Street

4.                     7th Street - Valley Drive to Crest Drive (pedestrian walk-street)

 

New sewer mains and manholes will be constructed, and residential sewer laterals reconnected to the new main. The new sewer mains will be relocated from the sidewalk or encroachment areas to the vehicular or walk-street areas and the existing mains abandoned in place. Private improvements in the encroachment areas will be restored in kind, as required, and the walk-street will be reconstructed in its entirety.

 

DISCUSSION:
Bid Proposals

Bids were solicited on an open and competitive basis in accordance with the provisions of the State Public Contract Code. The project was advertised for bids in seven construction industry publications and was listed on the City’s website for upcoming bids. Subsequently 21 sets of plans and specifications were provided to contractors, subcontractors, and material suppliers.

 

A total of eight competitive bids were received and opened on December 2, 2015. The bids ranged from the low bid of $1,280,000 by Miramontes Construction Company, Inc. to the highest bid of $1,946,553. The Engineer’s Estimate for the project was $1,600,000.

 

Additional Work Authority

Authorizing the City Manager to approve additional work in an amount not-to-exceed $128,000 (10% of bid) would expedite the construction on this project. Projects that involve deep excavation have a higher probability for encountering unforeseen conditions. If the contingency is approved with this construction contract award, staff will report the status of any additional work to the City Council at the end of the project.

 

PUBLIC OUTREACH/INTEREST:
The residential areas impacted by these projects will be provided advance information regarding the project, including dates and times of construction and the impacts on traffic flow. Contact information will also be provided for residents who require additional information. A community meeting will be scheduled for February 2016 to discuss aspects of the construction project.

 

Project Schedule

Upon approval of the award of contract, City staff anticipates that construction will start in March 2016 and includes 140 working days for completion. Work would be restricted to non-holiday weekdays.

 

ENVIRONMENTAL REVIEW:
The California Environmental Quality Act (CEQA) requires public agencies to document and consider the environmental implications of their actions. Based on the scope of work, the Sewer Phase 2 Project is categorically exempt pursuant to Section 15301, Class 1(b). The project consists of a repair to the City’s sanitary sewer system involving negligible or no expansion of use beyond what previously existed. A Notice of Exemption has been filed with the Los Angeles County Clerk’s office for the project.
