RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 23-0017 granting a special permit to allow for the consumption of wine and beer at the Manhattan Beach Art Center for the board and commission members’ recognition reception.

BACKGROUND/DISCUSSION:
Manhattan Beach Municipal Code (MBMC) Chapter 4.48 - Consumption of Alcoholic Beverages in Public Places - limits where alcohol may be consumed and sold and prohibits the consumption of alcohol on public property. Pursuant to MBMC Section 4.48.090, after considering the recommendation of the Police Chief, the City Council may grant a special permit to consume wine and beer on public property if there is a “public benefit to the community.”
Traditionally, the City hosts a reception for the board and commission members recognizing them for their volunteerism and public service to the City. Staff is in the process of planning this year’s event. In lieu of hosting the gathering at a local restaurant as was typically done, it was suggested that the reception be held at the Manhattan Beach Art Center.
Staff would like City Council to consider serving beer and wine at this year’s reception. The Police Chief recommends approval. As a result, a resolution is provided for Council consideration. The event is tentatively planned for May.
Staff recommends that the City Council grant a special permit to allow for the consumption of wine and beer at the Manhattan Beach Art Center for the board and commission members’ recognition reception.
