Recommended Action

RECOMMENDATION:

Staff recommends that the City Council receive this update on the Mobile Source Air Pollution Reduction Review Committee (MSRC) Local Government Partnership Program Grant and appropriate $47,859 from Assembly Bill (AB) 2766 Funds, which will be partially reimbursed by the MSRC grant program.

FISCAL IMPLICATIONS:

The City receives approximately $50,000 annually from AB 2766 as a local return to help reduce air pollution. Additionally, the City was awarded up to $50,000 under the MSRC Grant Program to implement further pollution reduction measures. The grant requires an equal match, which can come from AB 2766 funds.

 

BACKGROUND:

On June 17, 2018, City Council approved the City’s participation in the MSRC Local Government Partnership Program. The City identified several qualifying opportunities to reduce air pollution, including purchasing two new zero-emissions vehicles that were due for replacement, and installing electric vehicle (EV) charging stations through Manhattan Beach. Under the program, the City will receive a 50% reimbursement (up to $10,000) for each vehicle purchased, and a 75% reimbursement for each EV charging station installed. Upon receipt of the grant award notification, in Fiscal Year (FY) 2018-2019, the City budgeted for and purchased two electric vehicles - one for the Public Works’ Engineering Division ($37,022) and one for the Parks & Recreation Department ($15,119). We will receive a $17,559 reimbursement for these purchases through the MSRC grant.

 

Additionally, earlier in 2019, City staff completed an evaluation of each location proposed to receive EV infrastructure and determined that the following seven locations were suitable to receive 14 EV chargers:

 

                     2 at the Creative Arts Center

                     2 at Marine Park

                     2 at Metlox

                     2 at Lot 2

                     2 at the Joslyn Center

                     2 at Veterans Parkway (across from Joslyn)

                     2 at Manhattan Village Field

 

The City purchased fourteen electric charging pedestals in preparation for installation by staff.

 

DISCUSSION:

In August 2019, Public Works staff began preparing the sites for installation of the EV charging stations, including excavation, installation of conduit, electrical work and surface restoration. Most of the stations have since been completed and are now actively being used, and the remaining few locations are being finalized for use.  As mentioned above, the cost of the charging stations, necessary electrical parts, and staff time required for installation are allowable expenses for a 75% reimbursement under the MSRC grant. Staff did not request an appropriation for the AB 2766 funds needed for the EV charging stations when the program was presented to City Council on July 17, 2018. Therefore, staff now recommends that City Council appropriate $47,859 from the AB 2766 Special Revenue Fund to accommodate the purchase of the 14 EV charging stations. Additionally, revenues will be adjusted for the expected reimbursement amount, up to $35,894 (75% of expenditures), from the MSRC Grant Program.


ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
