Recommended Action

RECOMMENDATION:
Staff recommends the City Council adopt Resolution No. 24-0055 rejecting all bids received on March 21, 2024 for the Manhattan Beach Boulevard Eastbound (MBB) Left-Turn Improvement at Aviation Boulevard Project (Project) and authorizing staff to re-bid the Project.

 

FISCAL IMPLICATIONS:

This project is funded by a Measure M grant from the Los Angeles County Metropolitan Transportation Authority (Metro). There is no fiscal impact associated with the rejection of all bids received for this project.

 

BACKGROUND:

On July 5, 2022, the City Council approved a Funding Agreement with Metro for $1,200,000 to fund the development of design plans and specifications and construction of the Project.

 

Currently, the eastbound left-turn pocket length on MBB at Aviation Boulevard is 200 feet, which accommodates approximately 10 queueing cars. Due to the high demand for eastbound left-turning traffic, especially during the peak commuting periods, and insufficient storage capacity in the eastbound left-turn lane, vehicles are queued into the number one eastbound through-lane impeding through traffic.

 

The proposed Project will elongate the existing eastbound left-turn lane pocket from approximately 200 feet to 330 feet. The scope of the Project includes the reconstruction of the median island located on MBB west of Aviation Boulevard. The Project would not require the removal of on-street parking and would keep the currently allowed eastbound U-Turn activities. It would require the removal of a cluster of small palm trees. The proposed improvement will relieve the congestion during peak commuting periods and allow smooth traffic flow along MBB, which will ultimately relieve traffic congestion along the MBB and Aviation Boulevard traffic corridors. 

 

The proposed Project plans and specifications are 100% complete and in conformance with Caltrans design standards.

 

DISCUSSION:

The Project was advertised for construction bids on PlanetBids (an online service that connects vendors, suppliers, and contractors to government procurement opportunities) on January 31, 2024.

 

Six bids were received and opened on March 21, 2024. The bid results are as follows:

When reviewing the bid proposals, staff discovered a discrepancy between the bid item quantity for asphalt concrete (AC) pavement and the plans. The discrepancy was significant enough that staff has determined it is necessary to re-bid the Project due to the potential adverse impact on the unit cost for this item.

 

Staff has coordinated with the design consultant to review and update the bid items to ensure the accurate quantities will be included in the bid schedule for re-bid. The revised plans and specifications for the Project are ready to be advertised on PlanetBids in May 2024, with bid opening scheduled for July 2024. This will allow for a contract to be awarded by the City Council in August 2024 and construction to start by October 2024.

 

Staff recommends that City Council adopt Resolution No. 24-0055 rejecting all bids received on March 21, 2024 and authorizing staff to immediately re-bid the Project with the revised bid schedule.

 

PUBLIC OUTREACH:

This Project was discussed at the July 5, 2022 and October 4, 2022 City Council meetings. Public outreach meetings have been conducted during the design phase of the Project to inform the public of the proposed improvements and their benefit to the community. All public comments and recommendations to the design and equipment details have be analyzed and considered, as appropriate, during the design phase. Additionally, the Project was presented at the February 21, 2023 City Council meeting to review the Project design concepts and confirm the design options. Mailers were sent to properties in the area of the improvements notifying them of the City Council discussion on February 21, 2023.

 

Area residents will continue to be updated with information posted on the City’s website.  Once the construction phase begins, public outreach will include an initial Project construction notice mailed to nearby residents and periodic updates at construction milestones on the City website.

 

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project qualifies for a Class 1(c) categorical exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines, since the Project focuses on the existing intersection improvement, involving no expansion of public facilities. Thus, no further environmental review is necessary.  A Notice of Exemption will be filed with the Los Angeles County Clerk’s Office for the Project.

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
