RECOMMENDATION:

Staff recommends that the Parks and Recreation Commission review the proposed community service project submitted by Leadership Manhattan Beach, and approve to move the item forward for City Council consideration.

FISCAL IMPLICATIONS:

There is no fiscal impact to the City. All materials, labor, and associated costs will be provided by the Leadership Manhattan Beach.

BACKGROUND:

The Parks and Recreation Department receives requests from community-based service organizations, to complete volunteer-led projects on City park property. These projects typically provide capital improvements, beautification, or enhancements that support public use and enjoyment of park facilities.

Leadership Manhattan Beach submitted a proposal on January 21, 2026 requesting approval to complete the following project.

DISCUSSION:

Leadership Manhattan Beach has submitted a proposal to complete a community service project at the Veterans Parkway across the street from the Joslyn Center

that will honor the transformation of the Santa Fe railway through town into the Veterans’ Parkway. The project would be completed by volunteers at no cost to the City.

The project consists of a physical panel sign and an accessible digital history hub to be hosted on the City website. The sign will be made of Corten steel and measure five feet, three inches wide, and four feet, six and 3/8 inches high (5’4” X 4’ 63/8”). The installation will involve direct burial footing.

If approved by the City Council, the estimated completion date is April 27, 2026.
