TO:
Honorable Mayor and Members of the City Council
THROUGH:
Bruce Moe, City Manager
FROM:
Quinn Barrow, City Attorney
Lisa Jenkins, Human Resources Director
SUBJECT:Title
Consideration of a Resolution Designating Talyn Mirzakhanian Acting City Manager and Providing Compensation for the Duration of the Acting Assignment (City Attorney Barrow and Human Resources Director Jenkins).
ADOPT RESOLUTION NO. 24-0095
Body
_________________________________________________________
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 24-0095.
FISCAL IMPLICATIONS:
There is no budget appropriation needed related to the recommended action, as salary savings from the existing budget for the City Manager's salary and benefits may be utilized for the additional compensation while the position of City Manager is vacant.
BACKGROUND:
Bruce Moe retired as City Manager effective August 18 and Talyn Mirzakhanian has been named Acting City Manager effective August 19.
DISCUSSION:
An executive search for the City Manager has been initiated. Ms. Mirzakhanian will be assuming the full duties of the City Manager role until the next permanent City Manager is appointed, which is anticipated to be several months. As such, the provision of compensation commensurate with the duties and responsibilities of City Manager is warranted. The compensation recommended is 5% above the salary for the highest paid Department Head under her supervision, which results in a monthly salary of $27,673. All other benefits and terms of employment will be governed by the current Compensation Plan for Full-Time Unrepresented Employees, as well as Ms. Mirzakhanian's current employment agreement.
Staff is recommending that the Council adopt the attached Resolution, designating Ms. Mirzakhanian as Acting City Manager, and fixing the compensation during her acting assignment.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
