Recommended Action

RECOMMENDATION:

Consider directing Staff to prepare a letter to the Los Angeles County Board of Supervisors expressing the City’s concerns about the Manhattan Beach Pump Station’s ability to adequately drain Polliwog Lake, and thus avert residential flooding, in the event of a 50-year storm.

BACKGROUND:

It is Staff’s understanding from a conversation with Los Angeles County Department of Public Works Engineering Staff and review of the Final design plans that the improvements to the Manhattan Beach Pump Station (Project ID No. FCC0001252)  will be in the form of in-kind replacements.

The City of Manhattan Beach’s 1997 Storm Drain Master Plan indicates that this planned facility improvement is not capable of meeting the retention, pumping and conveyance demands of a 50-year storm. As such, there is a real potential of flooding of the surrounding tributary residential area, placing the community at risk to safety and property.

Thus, staff recommends coordinating and sending a letter to the LA County Board of Supervisors expressing the City’s concern.
