Recommended Action
RECOMMENDATION:
Staff recommends that the City Council conduct the public hearing and adopt Resolution No. 15-0053 (Attachment 1) demonstrating the City's compliance with the program requirements of the 2015 Congestion Management Program (CMP) for Los Angeles County Metropolitan Transportation Authority.

FISCAL IMPLICATIONS:
Local jurisdictions are required to meet the program requirements identified in the CMP to continue to be eligible to receive Section 2105 gas tax funding. The City received $219,000 in Section 2105 Local Gas Tax funds for fiscal year 2014-2015.

BACKGROUND:
The Los Angeles County Metropolitan Transportation Agency (MTA) is the agency responsible for monitoring and implementing the CMP for Los Angeles County. All local jurisdictions that receive Section 2105 Gas Tax funds are required to maintain and keep their CMP in conformance. The local jurisdiction's governing body must approve a Local Development Report (LDR) which tracks development activity and pass a Resolution certifying CMP compliance at a noticed public hearing. A public hearing notice was published in The Beach Reporter on August 13, 2015 to comply with these CMP requirements.
