RECOMMENDATION:
Staff recommends that the City Council receive and file this report.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with this recommended action.

BACKGROUND:
The City was recently contacted by representatives of a group of Malibu residents who are interested in restoring Broad Beach. The project would restore and widen the beach by 100 feet using sand dredged from offshore and onshore borrow sites.

The property owners have formed an assessment district known as a Geologic Hazard Abatement District to pay the $20 million dollar project cost. They are in the process of sampling various under water sources of sand along the coast which can be collected and transported to Malibu to restore their beach and extend it further toward the ocean. There are several collection areas under consideration including an area adjacent to Manhattan Beach approximately half mile to a mile off shore. If it is determined that the sand can be used then the proponents would be required to obtain permission from various governmental agencies to proceed with the project.

DISCUSSION:
Several governmental agencies are responsible for reviewing this project including the State Lands Commission, U.S. Army Corps of Engineers and the Coastal Commission, which would need to issue a coastal development permit for the work. If it’s determined that the off shore sand can be used a comprehensive environment assessment including public meetings will be conducted to identify and evaluate the impacts before a final decision is made.
