RECOMMENDATION:
Staff recommends that City Council:
a) Authorize the City Manager to award a Professional Engineering Services Agreement to Anderson Penna Partners, Inc. in the amount of $130,645 for Engineering Services for Storm Sewer Lines (RFP # 894-13); and
b) Authorize the City Manager to approve additional engineering services work, if necessary, in an amount not-to-exceed $13,064 (10%).

FISCAL IMPLICATIONS:
Funds for these services in the amount of $150,000 have been appropriated for this project in the FY 2012/2013 Public Works budget under Sewer Maintenance - Contract Services, Account Number 503-18-321-5101.

BACKGROUND:
The scope of this project is intended, through Closed Circuit Television (CCTV) inspections, to evaluate the City’s storm drain infrastructure structural integrity, its ability to hydraulically serve existing and future development; and assess the capital costs of infrastructure improvements and prepare a prioritized capital improvement program.

The City’s storm water conveyance system is comprised of approximately 14.5 miles of storm lines, 440 catch basins, 4,500 feet of catch basin laterals, 300 manholes, a stormwater retention basin and 2 sump lift stations. The system is operated in conjunction with the Los Angeles County Department of Public Work (LACDPW), which owns and maintains approximately 10 miles of storm drain lines and two sump lift stations that interconnect with the City’s storm drain line system.
