RECOMMENDATION:
Staff recommends that the City Council approve a two-week waiver of fees at all City parking meters, excluding the shared State Pier and El Porto (L.A. County) beach parking lots, from Wednesday, December 12, 2012, through Tuesday, December 25, 2012.

FISCAL IMPLICATIONS:
Based on the parking meter and citation rates for both City parking lots and on-street meters, the estimated revenue loss to the City for the proposed two-week period would be approximately $88,000 ($44,000 per week). The $44,000 per week estimated cost is based on approximately $36,000 in lost meter fees and $8,000 in lost citation fees citywide.

BACKGROUND:
Covering the parking meters for holidays has been a long-standing tradition in the City. The tradition was not followed in 2009 and 2010 for financial reasons, but did resume in 2011 for a two-week period.

DISCUSSION:
The initial request was to cover all on-street and off-street parking meters for a period of approximately three weeks. Staff is recommending a two-week period, consistent with the City Council’s action in 2011, and excluding the shared State Pier and El Porto (L.A. County) beach parking lot meters. The remaining 1500 meters would be “bagged” or covered to remove them from service for the two-week period. Where applicable, time limit restrictions will continue to be enforced as warranted. The Chamber of Commerce and the Downtown Manhattan Beach Business & Professional Association are supportive of the program and support the two-week waiver.
