RECOMMENDATION:
That the City Council approve a draft agreement with Municipal Resource Group, LLC in an amount not-to-exceed $13,500, for facilitation services in connection with the City Council’s annual evaluation of the City Manager and appropriate $13,500 from the City Council Contingency account.

FISCAL IMPLICATIONS:
The Consultant’s fee for the services is $12,000, plus expenses not to exceed $1,500. This amount includes three visits to the City to establish the evaluation process, conduct in-person interviews with Staff and Council Members, and facilitate the City Council’s evaluation discussion. If the City requires a fourth visit or additional services, the City will pay $200 an hour for the additional services. This expenditure is not budgeted. As a result, staff recommends the City Council appropriate $13,500 from the Fiscal Year 2012-2013 City Council Contingency Account. This will leave a balance of $136,500.

DISCUSSION:
As is customary throughout California, the City’s employment agreement with the City Manager provides that the City Council may evaluate the City Manager on an annual basis. It is a “best practice” for cities to engage the services of an outside, independent consultant to facilitate the City Council’s evaluation and provide the framework for the annual evaluation. The consultant generally identifies an evaluation format, interviews Council Members, City Manager and Department Heads, and summarizes input and comments in a draft evaluation to be considered by the City Council in closed session.
